The Mayor and Council of the City of Lewisburg met December 9, 2025. After the prayer and pledge, the November 10, 2025, minutes were approved as well as the November 2025, Bills and the October 2025, Financial Statement.
Old Business
It was decided to defer the consideration of the approval of second reading of Ordinance 25-11, an ordinance repealing Title 13 Property Maintenance Regulations and adopting the 2024 International Property Maintenance Code as the New Title 13. This is to be deferred until there is a Code’s Director to review the ordinance.
Consider approval of second reading of Ordinance 25-17, an ordinance by owner request or rezoning property located at 400 Creekside Drive (Map 071D, Group A, Parcel 003.00) within the corporate city limits of Lewisburg, from “C-2” (Intermediate Business) and “HDPUD” (High Density Planned Unit Development) to “LDPUD” (Low Density Planned Unite Development.) Planning Commission gave a favorable recommendation by a vote of 5-0 on October 21, 2025, meeting. Owners of this property are Allan Michie and Donetta Michie. This ordinance was approved 5 – 0.
New Business
Consider approval to synchronize all left turn signals at the North Ellington Parkway/Verona Avenue intersection and add an addition 5 seconds to the left turn signal timing. This first reading was approved 5 – 0.
Other Business
City Manager Report: City Interim Manager Barbara Woods stated she had been spending time reviewing the Codes Manual as well as the Landlord Regulation Letter/Forms that are now being mailed. Woods said she hired Clint Williams as Director of Economic Development. Williams is the only applicant for this position and stated that she believes he will do a good job for the City of Lewisburg.
There was discussion concerning the letters that have been and will be mailed to landlords. Several letters have been mailed and there are more to be mailed out.
Because of the deadline that is stated in the ordinance, which was developed in 2023, deadlines need to be changed and the ordinance needs to be updated.
Public Works Report: Branden Davidson and Mayor Bingham talked about the Lewisburg Rotary Parade being a great one as well as last year’s parade. Also,
Davidson was asked about holes being patched and he stated this will start back up in April.
Fire Department Report: Chief Drew Hawkins reported on the number of calls for the month of November. There were 154 total calls made, 78 were medical, 47 public service calls, 13 non-emergency calls, 8 fire calls, 8 hazmat calls. There were 228 total responses, 559 hours of training, and 26 inspections.
Police Department Report: Chief Scott Braden gave his report for the month of November. There were 998 calls for service and 30 new cases signed on to investigate. As of December 15, 2025, there are 30 officers on staff.
Parks and Recreation Report: Cary Whitesell stated that revenue is $28,000 over this time last year – 90% over than 5 years ago. Basketball is in full swing now –with tryouts recently and practices starting. Snack bar items sold last month were 7,064 and there were 4,394 rounds of golf. Mayor Bingham complimented her on the fantastic job of decorating the room where the Chamber of Commerce dinner was held.
There was a discussion concerning a new dock being built at New Lake. Councilmember, Vickie Michael, is checking to see if there are finances for this through the state and will report back to the councilmembers.
