The Marshall County Board of Commissioners met for their regular meeting on Monday, February 24, 2025, at 6:00 p.m. at the Courthouse Annex Room 2204. All 18 commissioners were present. The meeting opened with invocation and the Pledge of Allegiance. During the public comments, one citizen, Carol Williams, spoke. She asked the board to remain mindful about the importance of responsible development when rezoning properties in the Berlin community, where she resides.

Mayor Mike Keny made the following recommendations: 911 Board- Joe Moss (February 2029); Safety Committee- Neil Davis, Maintenance Director and Clint Williams, Building/ Zoning Director.

Sheriff Billy Lamb recommended Henry Dowlen be reappointed to the Civil Service Board (March 2028.)

All appointments were approved unanimously.

In New Business, under appropriations, there were five budget amendments.

Resolution 25-02-01 was to the Education Capital Projects Fund. It was amended by Tony Beyer. The motion to amend the budget amendment passed 15- 3. Once it was amended, it passed 18- 0.

The other four budget amendments were to the General Purpose School Fund, Drug Fund, Other Capital Projects Fund, and General Fund (numbered 02 through 05.) All were passed unanimously with the exception of Resolution 25-02-02 which passed 17- 1.

Resolution 25-02-06 approved the beginning balance of ten accounts, including some of the ones listed above. Mayor Keny said the resolution was needed “based on the audit…to adjust the beginning balances. Some increased and some decreased.”

In other New Business on the agenda, under Resolution 25-02-07, the board approved allocating another $284,007 from the Opioid Abatement Task Force Committee to the Marshall County Recovery Foundation.

The owner request to rezone 2460 Franklin Pike in Lewisburg (from A1 Agricultural to C2 General Commercial) was approved unanimously with Resolution 25-02-09. Commissioner Terry Dunnivant abstained due to a conflict of interest (owns nearby property.)

Resolution 25-02-10 passed to approve an owner request to rezone (from A1 Agricultural to C1 Rural Convenience Commercial) 33 acres located at 3530 Nashville Highway in Lewisburg.

Resolution 25-02-08 was a resolution authorizing Marshall County EMS to adjust billing rates. The resolution was listed on the agenda with Commissioner Mickey King’s name. However, King said there would be “no vote on the resolution” and that they were “sending it back to the committee.”

Adjusting billing rates was first brought up at the Marshall County EMS meeting on Feb. 3. The EMS Committee unanimously approved to adjust the billing rates. King serves as Chair of the EMS Committee and was present. During the meeting, it was discussed that adjusting the billing rates could help with addressing staffing shortages and the potential schedule change from 24/48 to 24/72.

On Feb. 20, it was discussed again during the Budget Committee meeting. King also serves on that committee. Adjusting billing rates was approved unanimously in the Budget Committee meeting on Feb. 20.

Before the meeting adjourned, the Board of Commissioners discussed and announced holding an EMS Committee meeting on March 3 at 6:00 p.m., a Personnel and Policies meeting on March 6 at 9:00 a.m. (King also serves on the Personnel and Policies board), and a Special Call Budget Committee Meeting immediately following the Personnel and Policies meeting.

The meeting adjourned at 6:34 p.m.
